Yes---it will be available today or by tomorrow.  Try e-filing your amended 2019 return and see if it works.  Only a 2019 amended return can be e-filed.  A 1040X for any earlier year still has to be printed, signed and mailed.  The IRS is only accepting e-filed 2019 amended returns.
