No Tax Refund Yet

I filed my taxes at the end of January. Today is March 25th. You can't call the IRS, their phones are shut off. You can't call the local office to "set an Appointment" because their phones are shut off. WTF? Is there something wrong with my filing or are they just that messed up?

It's been almost 2 months and I haven't heard anything about my taxes. Accepted not accepted refund no refund. REALLY  2 MONTHS "NOTHING". WOW...
