Need to e-file Amended 2019 returns and TurboTax still won't permit e-filing (and it's after 2/12/21)

I've been waiting patiently for the IRS e-filing platform to reopen for the season (which supposedly was on Feb. 12) so I could e-file my amended 2019 federal and state returns.

 

But when I tried to e-file today I AGAIN got the error message: "IRS and state agencies are not accepting amended tax returns via e-file.  E-file will be available again in late January or early February for state amended returns.  If you are amending your federal return, you'll need to go back into TurboTax, print... and mail...your return.  If you are amending your state return, you may either wait until e-file reopens... or print and mail." 

 

Here is the problem:  I have to e-file both.  NY State requires e-file for amended e-filed returns.  And I called the 1040 information line about the amended 2019 return, and I was told that I have to e-file the federal amended return too

 

I feel completely stuck here.

Please perform a manual update of your TurboTax software and try once again to e-file.  Here are the manual update instructions:  Manually Update TurboTax for Windows Software (Basic, Deluxe, Premier, Home & Business)

you have to ignore that message that NY state requires you to e-FILE.

it is just wrong.

Visit the NY website for the mailing address for a NY State amended tax return.

I did a full manual update.  It did not work.  This is the dialog box that comes up when I hit "Transmit":

 

 

Other ideas?

Can you please post the link?  This is the webpage that I interpreted as requiring e-filing for amended 2019 returns that were originally e-filed:  https://www.tax.ny.gov/pit/file/amended_return.htm.
