We are in the US on a E2 visa and my son is not eligible for a SSN. Now he has no medical insurance as he cant be insured without a ITIN. we have already submitted out taxes, so are we able to apply for a ITIN with a copy of our completed tax return?
Fill out a W-7 form for him ( it is available at www.irs.gov), provide all the documents needed and mail in to the IRS. They might want to visit a local IRS office if they need more proof. Good Luck
I am assuming that the child is on a dependent visa.

Yes he’s a dependent on an E2 visa. Will we need a printed copy of the tax return along with the other supporting/identifying documents?
I do not believe you need to send a copy of your return unless you were penalized for not having health insurance for him ( on your return because he is your dependent). Just follow the instructions on form W-7-->
