My return could not be filed electronically but turbo tax charged me $59 each for state and federal taxes. How do I go about getting that money back?

You do not get money back.   If you were unable to e-file, then you can still file by mail.   Print, sign and date your returns and mail them in.  Your TurboTax fees were not for e-filing; the fees were for using the software to prepare the returns.  The fees are the same whether you e-file or mail it in an envelope.

When you mail a tax return, you need to attach any documents showing tax withheld, such as your W-2’s or any 1099’s.  Use a mailing service that will track it, such as UPS or certified mail so you will know the IRS/state received the return.

Federal and state returns must be in separate envelopes and they are mailed to different addresses.  Read the mailing instructions that print with your tax return carefully so you mail them to the right addresses.

Then did you print and mail your returns?   The Online fees are to prepare the return whether you efile or print.   Efiling is free and included.
