My mom passed away in 2021. I paper filed her last return and there was a refund. I have heard nothing from the IRS. It doesn't show it was accepted on the IRS refund

I've tried contacting taxpayer services and heard nothing.  Is there an option to file again?

There is really no recourse other than to wait for the return to be processed.

A large backlog still exists, and the delay is even worse for paper-filed returns with a 1310 attached.

So sorry for your loss.   You did not mention how long ago you mailed the return.   It is taking the IRS six to nine months to process mailed returns.   Until a human opens your envelope and enters the information into the system, you will not see anything on the IRS refund site.
