My filing papers are complete and I have arranged for the tax due to be paid by credit card but I have received notice "You haven't filed yet"

Did you e-file or mail them?

Or you might have another account.  That's common to end up with multiple accounts.  First LOG OUT of whatever TurboTax account you're logged into right now.
