My Expcted Federal Return is by the 24th, i got my return on the 21st and the refund sent bar is still not filled in, is this normal?

If you are talking about the IRS site's 3 step orange bar then YES that can and does happen more than you think ... it may never say the refund was sent ... this has always been a glitch in the system.
