My Dad passed away in December 2016 and I know he had not filed tax returns for a number of years. Where do I start to try to settle his estate?

Estate settlement procedures (probate) are essentially governed by state law, which means your question is in the realm of a legal inquiry rather than a tax matter. 

Regardless, you might want to consult an estates/trusts attorney, as a result (this would be particularly prudent if your father left an estate worth something and had not filed tax returns for a number of years).
