Please explain what that means. What is the term "state taxes?" Are you referring to a 2017 state tax return (the paperwork) or to a state tax refund? And what does "held by TurboTax" mean? Any tax refund from the state does not go through TurboTax..
You need to explain in full. We don't know what you're talking about. A state tax refund does not go through TurboTax. It comes directly from the state tax agency. If the state held your state refund for an offset, you need to talk to the state tax agency.
Turbotax gave an option to hold my state refund. When i filed in 2016 i had it held, and didn't get a state return that year. When i filed in 2017 with turbotax it gave me the option to receive the previous year's state refund and i did. So last year i received my 2016 state refund and had my 2017 state refund held. I was going to have my state refund held this year also, but i didn't file through turbotax.

Do you mean you had a 2017 state refund that year that you chose to have "applied to the next year's state taxes?" If so, it's not TurboTax holding the refund, it's the state holding your 2017 refund to apply to the 2018 state taxes. Is that your situation, and are you now asking how to get your 2017 overpayment that the state has?
Yes. I had it applied to the next year's taxes. Shouldl i still get it this year even though i filed different than turbotax this year? Thank you
No matter where you prepare your 2018 state return, you would indicate in the appropriate place that you had an overpayment from 2017 that you applied toward 2018 state taxes. When that's done, and if on the 2018 return there is still a net overpayment amount, then you could either choose to either receive that net 2018 state refund in full, or to apply part or all of it towards the next year's (2019) taxes.
Did you already file a 2018 state return this year? If so, did you not indicate that you had an overpayment from your 2017 state return to apply?
