I know usually last years state refund is added as income for this years Federal return. But I last year I was under deducted at source hence had to pay the delta when filing state return. Should n't I get deduction for it since I am itemizing state taxes ? Turbo tax did not give me a chance to enter that number.
Yes if you itemize deductions you can deduct all state taxes you paid in 2016 no matter what year it was for. Your state withholding from W2s and 1099s automatically go to schedule A. Then you can add the state tax due.

Q1. So if I had to pay 1000$ to state last year then this years Federal return I should get deduction of 1000$ right , because last year I was under deducted for federal by 1000$. Turbo tax did not ask me to enter this when I am going through the return. Q2. Last year I did not use Turbo tax to file but entered data and gave up. Does Turbotax think it is valid data and automatically take it ?
Looks like thats what happened. Not I am not sure which data relies on last years data. Is there any option in Turbotax to ignore previous years data, Since I didnt use TT to file taxes.
Yes Turbo Tax transferred your incomplete data from last year. Is is wrong? Do you want to clear it out? There is a trick you can do. Go to My Account > Tools > Transfer last year's TurboTax return from your computer > Continue > Continue without Transferring
