It's money on my card but I can't activate it because it keeps saying something's wrong with my information

I'm having the same info if I call in it tells me I need to go online if I go online it says that your experiencing technical difficulties at this time.... My money is there and I need to activate can I please speak to a real person and get this card activated? My rent is due the money is mine and I need it NOW.
