When did you file? There was a slight delay this year. New Jersey state started accepting and processing tax refunds on March 1, 2018.
I filed on February 12, 2018, so I guess there's still some time? All the documents the CJW code asks for have definitely been submitted thru TurboTax.

I have a similar issue. My online refund status says notice is sent to you. I have never not received the notice and it has been more than 12 weeks since I filed my return.
Call NJ, and ask them for the code. Then look it up here:

If you filed a paper return it can take up to 12 weeks to validate." If you have received a CJW notice code you maybe required to electronically send through the New Jersey Online Notice Response Service or mail copies of the following documents:
However, if you haven't received a CJW notice code but it's showing in your status contact the New Jersey Division of Taxation at 1-800-323-4400.
Go to New Jersey's Income Tax Refund Information page (click on the Online Hyperlink, then, continue) to check your refund status. It may take some time to show up in their system.
