Ok, first let's be sure you are using the correct data. When tracking your return via https://www.irs.gov/refunds tool, you will see three separate boxes

1. Enter your  Social Security number

2. Enter your filing status

3. Enter your IRS refund amount only- Do not combine State and Federal amount.

Now, when you finish entering this information, hit "Submit" at the bottom of the page to see the status of your refund.

Next, try checking your return status via this link https://turbotax.intuit.com/tax-tools/efile-status-lookup/ to confirm your status, this link projects an estimated date range on when you can expect your refund, based on other TurboTax customers who have already received their refunds.

And, please be aware that Federal refunds can take longer than 21 days to process for the following reasons:

You claimed an EITC and or ACT and filed before February 15, 2018.  It takes until the week of February 27 to receive your refund at the earliest. (view link below)

The IRS processed a refund offset.(view link below)

There were errors, inconsistencies, or missing info on the return.

The return is under review.

The IRS suspects identity theft or fraud.

There's a Form 8397 (Injured Spouse Allocation) on your return.  It takes 11-14 weeks to process.

You filed Form 1040-X (Amended Return), which can take 12-16 weeks to process.https://ttlc.intuit.com/replies/3302084
