It appears that you might be trying to file both your state and federal returns at the same time. Unless you are using the basic Turbotax software, there is a fee to e-file your state return.
The fee can either be paid by a credit card or you can choose to have the fee deducted from your federal return. Be aware that there is an additional fee for the second option (I beleive it is $49.99).
If you don't have a credit card and don't like the other option, you can file your state return by mail instead. This would be the only other option for you that I am aware of if you are using Turbotax deluxe or anything higher. Turbotax basic does allow for free filing of both returns; however, you need to meet certain criteria to be able to use it for filing.

If you qualify you should be using the Freedom Edition instead of a paid version of TurboTax. You will need to start a different account and different user ID to use this version but it will be free if you qualify. And you will unfortunately have to start over in this version.
You qualify if your income was $34,000 or less, or $66,000 or less if active duty military, or if you qualify for Earned Income Credit
