Is the IRS required to pay interest on a long overdue federal tax refund? Tax year 2018 and filed timely in 2019 but held by the IRS?

The IRS never posted the return due to a belief it was fraudulent due to a death and change of address. After the help of a Congressional Representative, it has been posted. Will I receive a refund with interest?
