Is the irs garnishing the 2019 tax refunds during the covid-19 pandemic?

Since I have a past tax debt & prior returns were garnished.

Yes----if you have an offset for a past debt your refund can be seized for it.  TurboTax never knows about offsets to your refund.  if your refund is offset you will receive  letter about it from the IRS after it happens.

Under the corona stimulus package isn’t it true that offsets ( with the exception of child support) won’t be garnished ?

That is true for the stimulus payment.

I think it’s also true for your federal refund, with the exception of child support.
