Is the 2024 Inflation Reduction tax credit for heat pump installation retroactive such that I can file an amended 2021 tax return and claim the tax credit?

We installed a $13,000 heat pump system in 2021, can I amend my 2021 tax return to claim the tax credit for heat pump systems implemented in the 2024 Inflation Reduction Act?

The credit is Not retroactive.
