Recently I have received an email from the IRS indicating that they previously sent me a refund check but it expired because I didn’t receive it in time since I am out of the U.S. My question is it possible to get a refund directly to my bank account?

Of course this is not a SCAM ! As I said in my original post I am out of the U.S. so my phone line is out. Moreover the amount is exactly the same as I filed an amended tax return.

You usually have a year to cash your Federal refund check from the date which it was issued. If your Federal tax refund check issued by the U.S. Department of the Treasury expires, it can be replaced so long as the original was never cashed.
In that instance, you would contact the IRS, which issues Federal tax return checks.
