I filed my federal tax return through TurboTax on January 23, 2017. On March 31, 2017, I received a 4883 C letter from the IRS. Is this normal?

I received a letter on February 7, 2017 which asked for a copy of my Form 1095 A and a completed Form 8962. The IRS received both forms on March 2, 2017. On March 27, 2017, the IRS created the 4883 C letter, in which I received on March 31, 2017 (today). After verifying my identity, today, a phone representative indicated that I will have to wait another 9 weeks to receive my federal tax refund.
Unfortunately it is. The IRS has been cracking down the last few years, working to try to stop identity theft. It sounds like the chose you to make sure who are who you say you are, and that you are in fact entitled to your refund.
You have done everything you are supposed to, and the 9 week delay is the standard answer they give. If this is causing you a hardship I encourage you to contact the taxpayer advocate for assistance: https://www.irs.gov/advocate
