is claiming stimuls (rebate recovery credits) delaying tax returns?

Possibly, since some folks who normally wouldn't be filing  returns are doing so to get the stimulus.  So the IRS is dealing with a larger volume, as well as still processing some 2019 returns left over from the COVID shutdown.
