Is 2210 being ignored by IRS a known problem? IRS want amended 1040 filed, but 2210 I filed is correct. Should I refile identical return? or will that just confuse IRS?

Problem is for 2021 1040. IRS says found computational error. What they did was totally ignore the 2210 and assess underpayment penalty. Turbo Tax prints 2 Page 3's of the 2210, one filled in, one blank. Could that by confusing IRS? How stop filing the blank pg 3?

1. No, the IRS is having a lot of problems.

2.The IRS does not normally ask you to file an amended return. They fix your return and say if you don't agree, respond. I suggest looking at the letter they sent and contact someone there. The IRS has a nice upload tool and you can send them any missing information with permission. Print the missing information and reply via fax, mail, or upload.

3. If you are using the online version, you may want to switch to desktop. How do I switch from TurboTax Online to the TurboTax software? You just need to be able to print the entire 2210 and send it to the IRS along with your letter and  a statement clearly explaining the 2210 and why it works.

If no dollar amounts are changing you can leave Lines 1-23 EMPTY.

In this way you can tell IRS you believe your filed return was true and correct.

Explain why in 1040-X Part III.

there is nothing else to attach.

attach the correct Form 2210 showing no penalty.

OR

pay the calculated penalty, since that's what will happen eventually anyway.

unless you have a really good explanation.

unless IRS accepts your Form 2210.

by the way, Form 2210 is not sent when it indicates no penalty, unless you checked one of the boxes.
