IRS wedsite says "your information is not available at this time. for 2019 and 2020

I did taxes with turbo tax and say my 2019 taxes were accepted. says 2019 tax due is 751.00 which is what is left over from my 2,988 I owed and the took my state refund of 2237. I cant talk to an IRS agent to find out the exact amount I owe with late fees and if my 2018 was paid of also, it says u

Not following your question but they can not take your state refund to pay federal tax due.  Federal and state are separate.  You will get the full refund and need to pay the full tax due yourself.  You owe the amount on 1040 line 23.  If you owe any penalty or interest the IRS will send you a separate bill in the mail.

I spoke to an IRS representative in March and they did use my state taxes to pay my fed taxes. I sined on to my IRS account and it say 2018 owe zero and my 2019 info say int is not avaialable. ? I just want to pay the IRS waht I owe now so I dont get any late fees

This is not true ,the state can and will send your refund to the Federal IRS if you owe money. There a technical term for it but in any case doubt look for your state refund. Now with that said sometimes things slip through.
