Irs wants to verify my identity but I don’t have a prior year tax return

Irs wants to verify my identity because this is the first year I’m claiming my kids and getting child tax credit however I didnt file 2016 taxes and the letter is asking for that what do I do?

Respond to the letter informing the IRS that you didn't file a return for 2016.
