IRS sends new PIN number every year

Due to being an IRS theft identity victim a few years ago, I am sent a PIN  needed to file my tax return. Did not receive my 2019 PIN number needed to file taxes. IRS not taking calls in last few days due to virus, Is there an IRS  email address or a postal address for me to request  a Pin  for 2019?

ALERT___

Have been using Turbo tax for a few years. This year I  started taxes with Turbo TAX but did not finish by April 15, 2020 due to  still needing Pin and other data. When I went back to look at Turbo for 2019 my information entered was not there. Instead I discovered my 2019 1040  had been submitted on 4/15 message said electronically. I printed a copy of 2019 Form 1090 from Turbo submitted on 4/15. It incorrectly lists  only has a portion of my income from1 source., not income from 2 sources. I did not even access my taxes on 4/15, I did not submit the return. Again it appears someone is trying to do fraud.  I always use the free form. Now I have to amend my form( pay  f/ aTurbo tax paid edition) due to what  an unknown person did?

Yes, but from what others have reported that is not working either.

Did not file electronically last year but mailed it in so I do not have a pin number that I know of

Please see the following information from the IRS if you believe someone filed a tax return using your social security number.
