Yes - The figure for your state refund comes from the 1099-G you received from New York State.
Yes - You can use the "Total Payments" figure from line 76 on your 2017 NYS return.

In regards to the total of all your payment, when I clicked what does this include it says "you'll find most of this info on your 2017 state tax return."
- Amounts withheld on your W-2, W-2G, and 1099
- Estimated tax payments for 2017. Add any paid in 2018 for 2017 (it's common for the 4th quarterly payment to be made in January)
- Overpayment from 2016 applied toward your 2017 return
- Payment made with an extension of time to file
- Payment made when you filed your return
- Refundable credits
