TurboTax uses the information provided to determine which forms are needed. Have you earned income in a state where you do not live? Was there withholding from a state where you do not live? If so then you need to complete Non-Resident returns for those states.

You may have answered the question in the Personal Information section "Did You Earn Income From Other States?", yes. If so, then you will need to go back to the Personal Information section to change that answer.
