II was owed a refund from Ohio , I moved before my Id quiz letter was mailed out , IDidn't receive it I don't know what to do , it's been eight months still no refund,

If you didn't respond to the ID Quiz letter (since you didn't receive it), I suspect they suspended processing your return until they hear from you.  See the following FAQ on tracking your state refund.  Do you get any instructions when you enter your info into that refund webtool?    

The FAQ also tells you how to contact the Ohio Dept. of Taxation:

When you get to that page at the Ohio Dept. of Taxation site, way down at the bottom is the contact info.  I would use the phone method for security reasons.
