If you set up a Automatic payment for your taxes do you have to wait for your refund until then?

Are you on a payment plan with the IRS?  They will automatically keep any refunds.   If you have a tax due and payment plan for 2019 you are not getting a refund.  Do you maybe mean a refund for the other return?  Federal and state are completely separate.
