If you owe taxes (not another agency), does it show when you are approved on WMR?

You may be subject to a refund offset if you owe taxes or other agency delinquent debt.

Per the IRS: "If you owe past-due federal tax, state income tax, state unemployment compensation debts, child support, spousal support, or certain federal nontax debts, such as student loans, all or part of your refund may be used (offset) to pay the past-due amount. Offsets for federal taxes are made by the IRS"

On WRM my tax return says it was approved but under that where it says "other information about my tax return" it speaks about the offset program and that if i owe any debts i might get a lesser amount then what im expecting. Does this mean im getting less or is it just a disclaimer because i dont owe the government any money that im aware of.
