If VIN originally entered is correct, then a binary attachment or [GeneralDependencySmall] + description beginning "Substantiate VIN" must be present in the return?

Have you spoke with the dealer to see if they submitted the documents for the credit?  You may have to print and mail your return with the documentation from the dealer to verify the VIN.
