You have federal and state tax withheld from your paychecks during the year. When you enter that information into the software, the software uses your filing status, your income, and a variety of other factors to determine how much tax you really needed to pay the government. If you did not have enough tax withheld from your paychecks for the amount you should have paid, you would owe more to the IRS today. If you had more than enough money withheld, you get some of it back as a refund. You cannot "request" more back. It seems that for your income, the government gets somewhere just under $600 from you, and you get the remaining amount back.
