If my NM State Return doesn't pull up to file 2021. Is it not available yet?

I am filling in 2021 taxes. My State is NM. Says downloaded but nothing comes up. Is it not available yet? Dec 19 2021 today.

Right, it's too early to download the state programs.   And you can't file until late Jan or Feb anyway.  There will be many program updates to come.
