The 1099 was received in 2019 but dated 2018. Do I delete all info from it on 2018 taxes?
You can enter a code P or code R 2018 Form 1099-R into 2018 TurboTax, but unless there is tax withholding shown in box 4, 2018 TurboTax will ignore it other than to inform you that the effect of the return of excess contribution or recharacterization should have been reflected on your 2017 tax return. If effect of the transaction was not already properly reflected on your 2017 tax return, you would need to amend your 2017 tax return. If you use 2017 TurboTax to amend your 2017 tax return you would prepare the amendment by entering this 2018 Form 1099-R into 2017 TurboTax and indicating in the follow-up that it's a 2018 Form 1099-R.
Tax returns being prepared are for tax year 2018. The Form 1099-R shows 2018 as the tax year so is reported on the 2018 federal tax return.

You enter any form dated 2018 on your 2018 tax return. 2018 forms for 2018 distributions are issued in early 2019. 2019 forms for 2019 distributions will not be issued until 2020.
If you need to amend a 2017 tax return, you can't use the current online product to do that. You must use 2017 software.
