If I don't have state taxes and you say I do, can I still get my taxes in 3 weeks?

You stated my taxes were incomplete because I didn't do my state taxes. I don't have any state taxes, no other W2's.

Yes, you will. The IRS and your state are separate entities. The IRS will process your refund as long as your return was accepted.
