If I claim 0 and owed Federal taxes 2018, do I have to use the 4 payment coupons printing with my returns or can I just change my W4 to take money out each week?
Are you required to pay quarterly if the payment coupons are printing out with your returns?

You can just make changes to your W4 to withhold more money each week if that is more convenient for you.
