Yes, your refund will still be deposited to the green dot card.
I was also denied the advance, got email stating refund would be put on a Green Dot card. Never received card.
The refund advance program is run through First Century Bank, a partner site, and they are responsible for determining if you qualify. Please see the TurboTax FAQ below for more information on the Turbo Card.

You should have received a confirmation email from Turbo Tax when you were approved, the email explains that you need to create an online account to gain access to your temporary card number. Please check your junk/spam folder for the email. Once you locate the email, create the online account, you can then contact Turbo Tax via phone with the card number and report it as lost.
