If I accidentally added 2 states to a return can I remove one state from that return without the extra state being completely removed from TurboTax?

Need to keep both states since I am working other returns that require both states.

Yes, if you are working on another return that has a State included, you can delete that state from one return without deleting it from TurboTax.

TurboTax creates a unique .tax2018 file for each return you work on, with appropriate states included.

Click on the State Tab and Continue.

You will see which states are included in the current return, and which ones have been 'installed' in TurboTax (screenshot).
