I was charged for a state fee that I could not use due to the state not excepting my refund without a state ID or license. I was not told this until after I paid. Refund?

I agreed to send my taxes for the state electronically and paid the $29 fee to do so. Afterwards I was told by your system that I couldn't because I had no state ID or drivers liscense. This was after you took my money. I couldn't not find a way to get my money back for something I can't do. And honestly your system should tell someone if they can't  send their refund electronically BEFORE taking my money. Please issue me a refund immediately or I will be disputing this with my bank.

The fee you paid is to prepare your state tax return. This fee is the same whether you e-file or file by mail. There is no fee to e-file.

Okay, but wouldn't that mean I could print out my return then? I was unable to print anything out, or submit via e file. I ended up having to go to my states website to print it out to mail. Your service wouldn't let me. It said that there was an option to print and it took me back to a totally different screen that hadn't no option to print once it was clicked.  I'd really like a refund now.
