I want to know if my 2017 taxes are complete or do i have to finish them? on the home page it says they are started, what does this mean?

You need to go through the entire process until you get to the "transmit now" section and transmit your taxes. If it says started you have not finished the process. Statuses of finished tax returns could include pending, accepted or rejected.
