I just found this statement in the FAQ section at the Turbo Card website:

"Teller cash withdrawal
Use your personalized card at a bank teller to withdraw cash.
Maximum of $3,000 per day. Up to a $2.50 fee per teller transaction."
I don't know if that can be at any bank, or only one that displays the Visa logo. Again, you can phone the Turbo Card customer support at the number I provided above.
Agreement says $3000/month at ATMs and a further $3000/month as "teller transactions" (in person). I don't know what banks allow teller transactions. Out of network ATMs charge a fee. For anything not in the official account agreement you will need to call Green Dot.
So you have a Turbo Prepaid Visa Card administered by Green Dot Bank? Here is the cardholder agreement.

In my quick search of that document, I don't see a daily limit mentioned. If there is one, I didn't see it. You can search the document to see if you can find anything. I did see the following statement mentioned in regards to limits:
"You may withdraw up to a maximum of $3,000 per calendar month from ATMs and up to a maximum of $3,000 per calendar month from teller transactions unless otherwise indicated."
If you need official info on whether or not there is a "per day" withdrawal limit, you'll likely have to phone the Customer Service for Turbo Prepaid Visa Card at (888) 285-4169.
