I thought I would get the option to decline the refund processing but still e-file and get direct deposit from IRS?

After you selected to use Refund Processing Service, the way to opt out of Refund Processing Service is to just select to pay it with Credit Card when you are presented the two options again.

You can remove the Refund Processing Service and pay your TurboTax fees with a debit or credit card and still e-file your return.
