I scheduled to take money from my bank account on 3/21, yesterday, so that I could be done with taxes and it still hasn’t withdrawn. Is that normal?

Sometimes it will take the IRS up to 10 days from the scheduled payment date to actually debit the account.  The date you requested to have the taxes paid is the date that matters so you are good.
