I requested a payment plan when I filed through Turbotax. Can I download proof of this and how? Can I go to the IRS website to find the status of my request?

Yes, I suggest you go to the Online account for individuals.

You can setup an account and track the information you need.
The other IRS site that you may want is IRS Payment options
