I received a letter that I need to complete RITA Ohio Form 37 for municipal taxes, wouldn't Turbotax have made me fill this out if it was required for me?

The letter just says I have to file a reason for exemption or complete the RITA in 30 days. I'm a little frustrated because I feel like this should have been part of my e-filing with Turbotax. Now I'm trying to figure out, 1. If I need to complete this, and 2. How I go about that in the best way.

No, TurboTax does not "make" you complete the RITA form.   If you live in a RITA locality, then you can fill out the forms for RITA when you complete the state of OH return but you are not required to do so, and TT does not file your RITA form for you--it has to be mailed even if you use TT to prepare it.   Many users prefer to just use the RITA site directly.   The state of OH has a complicated system of local and municipal taxes, and you have to make every effort to be aware of which ones you are subject to.   Often you need to pay local tax to the locality you work in as well as the one you live in, but you receive credit for one against the other.

You might want to just go to the RITA site now and take care of your RITA taxes.
