I received a letter from California Tax Board saying I have 4.8k tax debit but I have filed the tax through TurboTax and I am supposed to get 11k tax refund.

you paid for live support so I suggest contacting them.  I can't be sure,  but an $11,000 state refund seems unusual.  perhaps you entered something incorrectly.
