I received a 1099G for a state tax refund but the refund was kept my federal to pay on federal taxes owed. How do I show that IRS took payment for back taxes?

You don't show that on your tax return. You must claim the state refund on your tax return (if you itemized deductions in the prior year and claimed state income tax as a deduction) regardless of whether you actually received the refund or not if the reason you didn't receive it was that it was kept to offset federal taxes owed.
