I realized that I was not able to e-file my 2019 tax return, but I was able to finish it 2 years ago. Can I print the file and send it to IRS?

To access your current or prior year tax returns sign onto the TurboTax website with the User ID you used to create the account - https://myturbotax.intuit.com/

 

Scroll down to the section Your tax returns & documents.  Click on the Year and Click on Download/print return (PDF)

A 2019 tax return can only be printed and mailed, it cannot be e-filed.

 

Print, sign, date and mail the tax return to the IRS.  Include with the mailed return any forms W-2 and 1099 which have taxes withheld.  Go to this IRS website for mailing addresses - https://www.irs.gov/filing/where-to-file-paper-tax-returns-with-or-without-a-payment

There are no penalties for filing a tax return after the due date if filing for a tax refund or there are no taxes owed.

Not sure which question you have: (a) how to print the 2019 return, or (b) whether if you mail the return it will be accepted.

 

I can answer (b): you still have another year to claim a 2019 refund by mailing in your return.  Be sure to sign and date the signature area on page 2 of form 1040.  You will need to attach copy B of any 2019 W-2's to the front of the return.  Follow the mailing instructions on page 64 of the current form 1040 instructions https://www.irs.gov/pub/irs-pdf/i1040gi.pdf  and use the appropriate mailing address from the back page 114.
