I paid $4800 to do a tattoo apprenticeship, I do not and will not make money doing this until I am eligible for license in March. Can I claim this money as a deduction?

No. YOu did not attend a qualified institution of higher learning, and were not enrolled in an eligible course of study for the purpose of improving job skills or anything like that. If you start your own business doing this, then you can claim it as a startup expense maybe. But based on the information provided, that's all I see here.
