I owe the state of Nevada money whatever money they don't take are they going to send it to me and the same form they got it or they going to issue like a check

If you requested a direct deposit of your refund from the IRS, then they will deposit the remainder of your refund check directly into your bank account as you requested, after paying the claim the State of Nevada has against your Federal refund.  

On rare occasions, a direct deposit can convert to a paper check, generally because there is an issue with your bank account.  That's why it's you should always report your current mailing address on your return.
